The Teachers Service Commission, TSC, has released the new salary scales for teachers in the 2021-2025 Collective Bargaining Agreement (CBA). In the recent amendments, there was a three-phase salary increase that was approved by the Salaries and Remuneration Commission, SRC.
The Current TSC upgrading of teachers led to the scrapping of some job groups and the merging of others. With the new system of grading tutors, teachers’ grades that were previously known as P1, were under Job Group G, which was scrapped and replaced with Grade B5.
This grade was designated as the new entry grade for all tutors at the primary school level. Career Progression Guideline, CPG, was adopted by TSC as a way of grading and promoting teachers to various cadres.
Primary teacher II (T-scale): This is the entry scale for primary school teachers. All newly employed teachers fall under this category. All primary teachers II fall under Grade B5.
Primary teacher I (T-Scale 6), This is a promotional scale for primary teachers. For primary teacher II to join this Grade, they must serve for at least three years and promotion is automatic. All primary teachers I fall under Grade C1 which is the grade where secondary teachers II and lecture III belongs
Senior teacher II (T-scale 7). This is a promotional scale for primary school teachers. It is also an entry grade into administrative cadres. Entry into this grade is competitive and subject to availability to a vacancy.
One must serve as a senior teacher II T- scale 7 to be appointed to this grade for a minimum period of three years. All senior teachers I fall under Grade C3 which is a grade where Secondary Education I, Lecture I, and Special Need Education Teacher I belong.
Senior Teacher I (T-Scale 8). This is a promotional scale for institution administrators. Entry to this scale is competitive and subject to the availability of the vacancies. One must serve as a senior teacher II T- scale 7 for a minimum period of three years.
All senior teachers I fall under Grade C3 which is the grade where secondary education I, lecture, and Special Need Education II belong.
Deputy Headteacher (T-Scale 9). This is a promotional scale for the institutional administrators. It is competitive and subject to the availability of vacancies. One must serve as a senior teacher I at T-scale 8 for a minimum period of three years to be appointed to this grade.
All Deputy Headteachers II fall under Grade C4 which is the grade where senior masters IV, Special Need Education Senior teachers both primary and secondary, Senior Lecturer IV belong.
Headteacher (T-scale 10). This is a promotional scale for primary school administrators. Promotion to this scale is competitive and subject to the availability of vacancies. One must serve as a deputy headteacher II at T-scale 9 for a minimum period of three years to be appointed to this grade. All Headteachers belong to Grade C5
Senior Headteachers (T-Scale 11). This is a promotional grade for institution administrators. Promotion to this scale is competitive and subject to the availability of vacancies. One must serve as a Headteacher II at T-scale 10 for a minimum period of three years to be appointed to this grade
According to the TSC salaries circular released, the commission will enumerate the pay rise of different tutors according to their job groups for both the primary and secondary school tutors. The Kenyan teachers’ new salary scale will be affected by job groups ranging from H, J, K, L, M, and N.
Back Since the signing of the Collective Bargaining Agreement in 2016, the implementation of the three-phase cycle has been in progress, and it is currently at its third phase as per the TSC CBA implementation schedule.
As part of elongating the TSC salary scale for trainers in the Teacher-Scale 13, T-scale 12, and T-scale 9, the commission has also revised some of the allowances such as commuter, hardship, and annual leave. However, all the other subsidies will remain unchanged.
In this 3rd phase, Henry Rotich, the National Treasury Cabinet Secretary, stated that a total of three billion Kenyan shillings had been allocated. This amount will cater for new recruitment, recurrent expenditure as well as the implementation of this 3rd CBA phase

According to the 2021-2025 CBA, the lowest-earning teacher in grade B5 (The entry grade for primary school teachers) earn between KSh21,756 and KSh27,195 per month. The highest-paid teacher in grade D5 will now earn a monthly salary of KSh157,656. This grade is reserved for Chief Principals.
